Bum outside Dutch Bros kiosk talking about how he likes 16 and 17 year old girls and he killed a woman by hanging her back in the 90's. Blocking sidewalk with all his garbage. CBPD shows up and warns him for disorderly conduct. He was identified as sex offender James Spear. He yelled "fuck you pig" twice as the cop walked away. No action taken by police.
