Reports of a Chevy envoy rear ending a sedan in front of herbal choices on south 1st street. Dispatchers run the license plate and it returns to Justin Olivera, who lives at 995 Michigan Ave. OSP arrive at the address and find Justin in the driver’s seat of the envoy. While questioning the suspect, it becomes apparent Justin is very intoxicated. Justin claims an imaginary person was actually in the drivers seat he was sitting in. Police call this supposed person and they claim to be on a naval ship. (Must be a cloaked naval ship because I don’t see it) Justin was arrested for hit and run and DUII.
