Reports of a subject running in admitted traffic on California Avenue. Police arrive and identify him as Richard reigard. Richard OD’ed yesterday, needing narcan and a defibrillator used on him to bring him back. Since then, he has been causing havoc at 1625 California avenue.

Reports of Richard Reigard, a well known feral and troublemaker, overdosing at 4th and Elrod. Witnesses state someone is dragging him out of the road and pulled a needle out of his arm. Police arrive and administer narcan. Paramedics use use a defibrillator and rush him to the hospital. the outcome is unknown at this time

Reports of a feral peeing on the vehicle of an employee of the laundry mat next to CBPD. Police arrive at McKays and find Reigard in the parking lot. Police trespass him from the laundry mat and warn him for disorderly conduct AGAIN. This feral is free to continue peeing on as many vehicles as he wants to tonight.

Employee at subway downtown reported his Honda moped got stolen in the last 30 minutes. A shopping cart full of trash was left in its place. Moped later recovered and 3 detained at Fred Meyers. One guy refused to give name, and a 4th bum ran (Richard Reigard) who stole a backpack in view of CBPD. All suspects released except the one who wouldn't identify himself. He was charged with Unauthorized Use of a Motor Vehicle and transported to CCJ who advised they would only be able to book because he was under the influence of drugs. He was later identified as Zackary Barnes and was lodged instead of just being booked, probably because he had an active warrant for parole violation. Richard Reigard was arrested later near Industrial Source but dispatch was advised the jail would most likely not accept him because he was also high on drugs. The stolen backpack was recovered and Reigard was given a citation for theft and released. What a fun group of guys.
