Employee at subway downtown reported his Honda moped got stolen in the last 30 minutes. A shopping cart full of trash was left in its place. Moped later recovered and 3 detained at Fred Meyers. One guy refused to give name, and a 4th bum ran (Richard Reigard) who stole a backpack in view of CBPD. All suspects released except the one who wouldn't identify himself. He was charged with Unauthorized Use of a Motor Vehicle and transported to CCJ who advised they would only be able to book because he was under the influence of drugs. He was later identified as Zackary Barnes and was lodged instead of just being booked, probably because he had an active warrant for parole violation. Richard Reigard was arrested later near Industrial Source but dispatch was advised the jail would most likely not accept him because he was also high on drugs. The stolen backpack was recovered and Reigard was given a citation for theft and released. What a fun group of guys.
